Intro

Area 4 of Thomas Park/ Avondale is sectioned off to the west by S Hoyt Avenue. To the North the areas boundary is W Memorial Drive, to the East the area is bordered by South Cherry Street, and bordered by West 23rd street to the South.

Strengths

Amenities

There is a March in area four as well as other stores that can provide services. There are also two churches in the area providing religious services.

Good Street Conditions

Most of the streets in area four are of relatively good condition.

Weaknesses

Infrastructure Issues

Area four has several abandoned houses, sewer issues, no multi-family structures, few street trees, a lack of curb appeal, very few sidewalks, intrusive advertising, and few street lights. These general problems also limit accessibility.

Few Public Areas or Parks

This area lacks parks or other large public areas for people to congregate.

Opportunities

Nearby to Amenities

The neighborhood is close to downtown, education facilities like Ivy Tech, and the hospital. It is also close to the former GM plant which could potentially be redeveloped.

Vacancy

Vacant lots leave room for rebuilding projects.

Threats

Lack of Business

There are some businesses in the area and many around Muncie but the large unemployment level makes lowering unemployment in this area more difficult.

Crime and Safety

Crime and safety are problems around Muncie including this part of Thomas Park Avondale.

Pollution

Pollution is causing environmental and quality of life damage across Muncie including this part of Thomas Park Avondale.

Existing Conditions Maps

The below maps were created to assist the neighborhood in understanding its zoning, current building conditions, and current inventory. The zoning map shows where certain land uses are allowed. In Muncie, it is important to note that a zone such as community business will allow those establishment allowed within the community business zone as well as all less intense uses such as residential uses.  Also, some might notice that their homes are zoned for a commercial use. This just means that the current land use is residential, but a commercial building could be developed on the property if desired.

The building conditions map shows the conditions of not only the building on the property, but also the property itself. A poor condition might mean that there exists on the property litter, overgrowth of weeds and grass, dilapidated structures, etc.

The inventory map shows the locations of such things as signs, hydrants, pot holes, curb ramps, and street trees among others.

The creation of these maps further assists the residents of TPA in understanding the neighborhood’s strengths, weaknesses, opportunities, and threats by allowing the residents to visualize these qualities.
